1. The first time it was mentioned, seemingly in passing at 1:37. The second time was a more involved reminiscence at 3:21-29. On both occasions, and as here, however, the fact of his denial is set at the center of the chiasmas that frame the respective passages. See Excursus on Moses' Denial from the Land.
2. This was the verb Yahweh used to assert his decision that GenA would not 'see' the land (1:34). Notice also that Moses does not say that he will not 'see' the land, which was the verb used to describe the fate of GenA who were excluded from the land. See comments on 1:34-40.
3. While the land he would not cross over into is twice predicated as 'good,' the land in which he would die is left un-accented.
