Moses had hinted at his intermediary role in the revelation of the terms of the covenant at v5a, and then had reiterated the fundamental expressions of that covenant that was revealed at Horeb in vv6-21. Now he returns to the events at Horeb to explain how (and why) his present declarations and expositions on the plains of Moab relate to that covenant and defining moment at Horeb.
