1. The origin of the debate may be traced to the publication in 1954 of two important articles by George E. Mendenhall : "Ancient Oriental and Biblical Law," Biblical Archaeology 17/2 (1954): 26-44, and "Covenant Forms in Israelite Tradition," Biblical Archaeology 17/3 (1954): 49-76. This was followed up and built upon by Meredith G. Kline, Treaty of the Great King: The Covenant Structure of Deuteronomy (Grand Rapids: Eerdmans, 1963).
