The primary meaning of this Hebrew verb—found only in the Hiphil—is to decide to take the initiative regarding a given activity. Verbs in the Hiphil stem always involve active participation, and as the concordance below demonstrates, all eighteen occurrences of this verb involve the agent in a conscious act of deliberation; one has to will it. The action referenced by this verb never happens by accident or default.
