Ordinarily, the adjective describes anything having to do with the law court. The word is derived from Latin forum, "market-place," where Roman courts were held.
In theology, the adjective is applied in particular to the concept of justification, which denotes the action of the judge (or God) justifying, i.e., pronouncing in favour of, the party in the right. This law-court imagery is used in the OT to elucidate the way God deals with Israel, including the idea of a judgment at the last days, when he will vindicate those in the right.
