The primary body in the British Parliament (and other British-styled parliaments) responsible for law making scrutinizing the government to keep it accountable (at least that is the idea). It is so called because it consists of members elected by their representative communes. In the UK it means in the Westminster Palace. It is also known as the "Lower House," in contrast to the "Upper House," which is also call the "House of Lords," the body of appointed members who compliment the Lower House in the check and balance of government.
